Well neither were going all out.
One had no control over his body and was controlled by kabuto, the other wanted a conversation.
However personally i see nothing to do with foot speed here.
Naruto only uses it in short bursts. He hasn't mastered it enough to start dominating his opponents with speed like, ai, minato, gai, lee.
Secondly there is a difference between foot speed and hand speed.
Who said naruto had extreme hand speed to overcome a cqc confrontation with itachi, somebody who actually has better base taijutsu than naruto, unless he is in sm then gets frog katas.
Finally there is a difference in speed.
Hand speed, belongs to neji and gai
Foot speed, belongs to naruto and EI
Teleporting belongs to minato nad obito
Water speed belongs to hanzo and kisame
Air speed belongs to deidara and Onoki.

Naruto's foot speed in those two scenario's is irrelevant because once in the air his foot speed isn't relevant unless he can walk on air which cannot. Onoki and deidara and possible mu and gaara are all faster than not only him, but also all the known shinobi's who take advantage of their speed.

Answer is none. Once in the air, naruto's so great foot speed isn't so great and that is why in the air he isn't or should i say cannot take advantage of his foot speed
Unless naruto can use his foot speed in the air, in air they both share a common disadvantage
