ok so you know that doflamingo has been making fruits for kaido and he controls people with strings I think so what if he controls the devil fruit users and turns on kaido and takes him and becomes the one of the emperor??? Than later becomes pirate king

He would become a yonkou by 'cheating' which would automatically mean he didn't become one based on power.

He fears Kaidou. He also lacks the balls to perform such tasks aswell as lacking the strength. His plan is to kill off all colloseum entrants and regrow the devil fruits and sell them.
He will work with the WG and use his status to get away with heinous crimes and gain aid when he wishes to kill someone.
With all the money he could probably buy someone out of being a Yonkou...
