OT imo it's either Minato (came from a fodder clan still top10) or Itachi (take away his sharingan he's still incredibly fast and better at shuriken and katon jutsus than the 98% of shinobis)

I can't believe only 1 person mentioned Hiruzen.

There's no many noobs on this base. Hiruzen was called The God of Shinobi. Might Guy and Lee aren't stronger than him.

He has no KG or Hashi DNA or any other cheap upgrade. He got to be the top ninja of his generation for a reason. He was stronger than Danzo and Danzo showed to be powerful af.

I made a thread similar to this. This is actually why Zabuza is my favorite character, he has no cheap powerups and is just strong bc of pure handwork/talent

Might Guy and Rock Lee. They are the only two ninja who got to their level with absolutely no gimmicks or advantages whatsoever. Especially Lee since he was even at a disadvantage (only knowing Taijutsu) but was still able to become powerful.

Minato for being just so talented and being haxed. But pure hard work definitely goes to Lee or Gai. They're training freaks.
