His skills are great! But 2 things that is powering him down are his stamina and chakra. If he improved those 2 then he will be more stronger.

But if you exclude his/Obito's sharingan, then he would be still a skillful person but not that great. The sharingan only gives him to copy jutsu''s and comprehend on the enemy's attacks.

He can create as many Shadow clones as Naruto and can fight for days. He's good in those 2. And there's no point in taking a way a characters ability... that's like taking away Kurama from Naruto and saying 'he's no that great' :|

Oh no, he definitely cannot create that many clones.
Well, maybe he could, but he would be too drained to do anything else, so that's pointless.
