I think he probable knows Zabuza has no chance vs water itself so no need to restrict it. If the mist comes he probable could just disperse into it who knows. Suigetsu is very underrated but he is also super powerful too. That is why kish does not spend to much time on him..

Not really, he has bad stamina so if his opponents could just out last him, he won't have the chakra to keep liquifying. At least so I think
