Then the question must be asked with or without the involvement of the humans.
With : They are evil
Without : They aren't.
This is just like how parents nurtures their child. So6P could have lead the Bijuus to a more correct path until they are matured enough to think what's good and bad. But from their childhood itself they were considered as tool of power.
