Zetsu is the most underated.

hes simply not made for fighting so he doesn't win all that many fights

He is a support type mostly; but a good one. Also he can do that spore thingy.
Also he has the most death count due to his army and gave trouble to Naruto clone, mizukage and her henchmen.

The point is it was till debatable as to how Sasori can win. I could go out of my way to find post and still rebuttal them, to those you "have proven Itachi wins" as this match up is literally 50/50
