Wow, too many restrictions. That's like saying Sasuke/Madara/Itachi without sharingans or Mizukage/Tsuchikage without their KKG/KKT. With these restrictions on Naruto, Mei wins low difficulty.

If Mei covers the area around herself in Acid Mist when Naruto charges at her, he gets melted and any clones get poofed instantly.

Her Suiton poofs any clones on contact and sends Naruto flying back while dealing him damage.

Mei stomps Base Naruto w/o Kurama's chakra. 1000 clones has only been achievable via Kurama's chakra.

Naruto did 1000 clones without Kurama's chakra against Gara (that was before getting Kurama's chakra) and in his Rasenshuriken training in which Yamato was suppressing Kurama's chakra.

and there are other ways such as clone distraction or disguising clones in the surroundings for a surprise attack etc

if and if mei isnt defeated in 15 minutes, he summons gamakichi who can use his water candy attack to trap mei for an attack

Naruto made 1000 Kage Bunshin the first time he used the Jutsu on panel.

OT: Naruto takes this. Kage Bunshin can used to gather test the waters against Mei and discover the workings of her Jutsu. Gama Kuchiyose also comes in handy here.

I dont think that was 1000 clones though, it couldnt have been, Gaara wiped the majority out with a wind tech. If there was a thousand, im sure a win tech wouldnt have wiped them all out

Base naruto of 300 chapters ago tricked kakuzu who has 90yrs of exp and also smart. He can do that to mei too bushin feint plus rasengan she can't survive it. She also has a little above average speed and taijutsu she would have trouble against naruto's mutiple clones naruto can also outlast her. Add gamakichi or bunta and current base naruto takes it mid-diff
