This is the reason why he does not try.

If he tries no one will be able to stop him.He can't just go all out every time, and if Naruto stops him his character would get ruined because he is known as a God, so the only solution is to make him lazy.When it was Juubi vs the alliance if he helped we obviously would know who would win so it would be boring.

Plot obviously.Anyway I don't think the current Madara or Obito actually give a damn f*ck about the current world.While Madara want's to have fun by toying with it Obito want's to create a new one destroying current one.Besides had both Madara and Obito went all out then the Alliance and Naruto will be in big & uncontrollable trouble.
