Shine effect?

Does anybody know the shine effect to put on avatars? The effect that runs over your ava like this:

I want it to run on this. Giving it to my sister.

There's a tutorial somewhere on the base... it's done by layering, the "shine" as white or semi-transparent, and then run over the original.

I will do it, I think that it is done over 10-within 20 minutes.

Edit: photoshop crashed conpletely on my pc and I need to re-install it.
Edit 2: my license key aint working, I have to wait till customer support react...
