has it even been mentioned that gai can't use ninjutsu or genjutsu .? its been going over my mind for a while now! i don't remember seeing an episode suggesting that gai can't use ninjutsu or genjutsu .. but im pretty sure we've never seen him use it either!

On narutopedia it says he can use can use ninjutsu but its very limited but other than that I don't think its been mentioned. well as far as I know

Eh he could but he told Lee that he was also aimed at becoming a great Shinobi with strictly Taijutsu when lee was rocking that mullet e.e

Guy can use ninjutsu. He has used summoning jutsu before. He just specializes in taijutsu.

honestly. i did forget about the summoning jutsu that gai could perform! well guess that does count as ninjutsu. but well more evidence is required! _@:
