Does anyone else hate the inconsistency that Naruto can heal a lung like it's nothing but not a shoulder?

Not heal a shoulder, the shoulder was dislocated, it's not regeneration, as in rapid cell multiplication. But I don't know about it being a Kurama ability. It's more like medic nijutsu ability, passing chackra to the cells so they can multiply quickly. But I could be wrong.
