I like how "power" is been placed as a quality of a "villain". It is not; it is just shallow and have nothing to do with characterization. "Characterization" and "power levels" are different things and power has little to no relation to skillset of a writer. I can createa character who can blast the universe with finger in 2 minutes, anyone can.
Madara; who is very powerful and being a horrible villain is the prime example.
Orochimaru is the most enigmatic and interesting one; his motives, attitude, aims are captivating. He is the best written villain in the series. Obito is...he is better than people bash him out to be. The final one should be either him or Orochimaru.

It'll honestly either be The Juubi, Orochimaru, or Sasuke. Madara's purpose and main motive is to fight Hashirama. That's it... Obito is the jin of the Juubi and it still has a final form to show.... Quite obvious that the Juubi is gonna break out.
Sasuke could be villain like. The final "Threat". he and Naruto differ on issues and fight it out.
Or, good ol' snake man.
