My assumption would be they constructed the actual bridge using concrete, or whatever building methods of choice for bridges are,.and then the terraformed the top adding artificial layers from which one could grow plants (grass over)

It would be similar to the people who order specific types of grass for homes or golf courses.

Also I believe New York has somewhere that has a garden on top of buildings... Well it's like a park of sorts.

Yea that reminds me, since the worlds population is growing bigger and bigger food shortage is going to be a problem soon enough, so now scientists are doing vertical farming instead of horizontal farming, like they take a building and on each floor as you go up is a mini farm where you plant different vegetables and fruits.
