Definitely Itachi. Everyone up to him has nothing but brute strength, which is what the 3rd Raikage specializes in countering.

Itachi can either use Genjutsu or Totsuka (which is ethereal and not effected by defenses ) and simply bypass his armor. Plus his Sharingan would make it impossible for the Raikage to hit him.
