Because they arent giant & it takes a long time for genjutsu to take effect, plus that's not strength.

Ibuse: He is capable of moving around underground, and Hanzo was rumored to be unequaled in water speed (movement in water). This gives me the opinion that Ibuse is incredibly fast, but more importantly his poison. It is lethal and seemingly only Chiyo has made a remedy for it (aside from Hanzo of course). This gives him an edge against probably overall stronger summons.... I was tempted to make him number three, but Gammabunta and Manda 2 are pretty epic.

Katsuyu: Between her healing, body splitting, and communication skills she's easily one of the hardest ones to take down. Add on that acid spit, and she adds deadly.

Danzo's Summon: Danzo's Summon was seemingly capable of redirecting attacks, and overall had a pretty powerful build to it.

"A GIANT CLAM": The Trollkage's clam created probably one of the best Genjutsu's to exist... in some ways it trumps the Uchiha Genjutsu as he could bring illusions of allies and enemies alike Where the Uchiha genjutsu left an obviously afflicted target that a teammate could move to and help.

Hanzo's summon is smaller and weaker then the Sannin's boss summons, therefore it isn't stronger then Manda or Katsuyu.
Katsuyu > Gamabunta, considering the toad uses only physical attacks.

I just want you to tell me where you see hashi using blood, placing his hand on the ground, & saying "summoning technique", because I dont see it .

Ibiki summons a giant iron maneki neko, which appears beneath the opponent from underground, split down the middle. The statue closes around the target and is then wrapped in chains, which drag it back down into the ground.

It captured Pain's rhino summon.

Only Gamabunta was soloed. Katsuyu is immune to physical attacks ya know.
