Tobirama is better at suiton then kisame.

People seem to forget this but kisame makes water by expelling it from his mouth, while tobiram creates water from the atmosphere and manipulates it from there. That's why the anbu were so impressed with his abilities. He didn't spit water from his mouth, he created it from nothing.

Tobirama is superior to kisame in terms of suiton.
