Can anyone explain me why Obito is PNJ charcter and Sasuke isn't? Where is the difference between what happened to Obito and what happen to Sasuke, aren't both of those characters: #1- Secondary to the story, #2- Part of the Plot?

Simple, People aren't fully convinced by Obito. His 'reason' (not even going to get into that) for doing what he's doing feels lackluster.
