Why are some people saying Sasuke is holding back with the EMS? I don't see what could he show. How can we know he's holding back? Maybe this is all of his EMS; just MS without bleeding, blinding and pain. I know it's been said you unlock a "special jutsu" and i think this is his special jutsu:

Another level of susanoo, possibly even the Perfect Susanoo.

The fact that, that Susanoo was first revealed around 80 Chapters ago and Sasuke has been using the Susanoo Ribcage should be enough to tell you he is holding back. Kishimoto himself seems to be holding Sasuke back as well.

Edit: He's only using the Ribcage for the defensive. He has only use the Final Susanoo when being offensive, but this Susanoo has yet to be shown.

Because Madara, the only other person to have the Eien No Mangekyo, is a top 3 character. Suffice to say, Sasuke hasn't shown anything to be in the top 5 with the Eien No Mangekyo. It doesn't make sense and it is obvious that Sasuke has been held back.
