Is there actually any real reason why lee can't use ninjutsu?

Apart from it being explained as him having no talent for ninjutsu in the chunin exam is there any other reason why he can't use ninjutsu ? Just because the amount he try's and trains doing taijutsu I'm sure he could at least master the walking on water jutsu or something ?

Lee is a legend , I think you should have more hand to hand ninja battles like that without the ninjutsu but probably won't happen lol oh well what do you guys think ? Plus I'm abit gutted I've never seen lee knock neji out ... I hate that neji looser such a douchbag

1- lee said he wants to be a great shinobi with only taijutsu. no reason to use ninjutsu nor genjutsu.

2- lee sucks in chakra control not mention that ninjutsu doesn't really fit with his looks.
