Sure. I think Anybody can learn any ninjutsu as long as there are no natural elements involved. Since there are so many, you usually only learn w/e your master teaches you or what is taught in your clan. Then you make up your own from there.

Why cant naruto handle it????

It takes sealing which he doesn't know and a body that can handle fast movement, which isn't SM, KCM, or BM which also hints FTG stomps BM Naruto 'speed' (though the word instantaneous is ignored by most). It takes 3 people max with high sealing and formal skills which Naruto has zero knowledge of. Plus he doesn't have the reflexes as a normal person, maybe in SM but its just like 3 tomoe.
