He never displayed any power, nor characteristics of a kage.
Definately High jounin level at least

Among the konoha 11 only ones that are hokage level are naruto and sasuke. deal with the truth. neji cant even touch them.

Neji is one of those character's that Kishi went the wrong way with.

Neji didn't even get a real fight in Part 2, it's kind of sad. And he could have rotated the stick? But nope. Kishi kills him off without much Part 2 screentime..

OP: I think he takes Tsunade, can't think of any other Kage.
