He only has a limited FTG and no way to get past Susanoo (Teleportation isn't an option due to Enton)

He has no real way to avoid Amaterasu for long as he needs to mark things before he can teleport unlike Minato who can teleport via Kunai. Sasuke can see chakra via Sharingan, so he can leave a bunch of flame at the areas Tobirama has marked thus rendering FTG useless, and he gets killed.

This is all assuming he hasn't been killed before being able to mark something.

Tobirama and Minato above sasuke even though they faster i don't see how they get past sasuke's 2 layer defense susanoo and he can make a Enton field just how are they gonna get past that

I would place Hashirama above Edo Madara as Madara has shown no counter to Shinsusenju. Tenrai Shinsei is a controversial pick, so I shan't place it as a good counter to it. I would place Sasuke above Tobirama as he cannot bypass Susano'o.. Enton Armor Susano'o would be even harder to pierce. I would put Kisame where Killer B and push everyone past 11 back a bar. I think Muu is overall a tad bit better than Kakashi and Gai is easily above Orochimaru/Jiraiya/Hiruzen etc. Base Gai is nearly as fast as Yondaime Raikage without Raiton Armor. I agree with the rest.. overall this list is one of the better ones but there are little areas I disagree with.
