What makes someone a good Shinobi?

As we've seen here today, lots of arguing due to the fact that Naruto and Sasuke both have low kill counts. I've seen a few posts about people saying that "Ninja kill, that's what they do", but what qualities do you look for to make yourself say: "He's a pretty good ninja."? Just curious..

I like Hashirama's creeds on a shinobi: Someone who endures. It's because they are able to take so much abuse and harrowing that their missions, whether sovereign or personal, can be completed. Ninjas are trained to not feel (as much) emotion, due to some missions balefully having to go through a gauntlet of family and friends to achieve a net worth of good.

But why would the end result be better than the means to achieve it? Why should it? This is what the Kage have to ask themselves every mission. To be a Kage, you must assume that every citizen and shinobi you govern treat you like Herbert Hoover, Dan Quayle, and Buchanan altogether. The Kage endure the most for this reason: to be sure that every mission given to shinobi does achieve a better end.
