Indeed, the Staff members give out the awards. Depends on what award it is and who's in charge of giving them out. For example, Lawliet gives out the FanFiction Awards, Caliburn gives out the Art Awards, etc.

No, they do not. They get their awards just like any other member; some are staff only ones, like doing a good job on the reports, etc...

Awards are given by administrators and global moderator depending on competition and award.

Depends upon the award. Admins as well as any of the staff member who has relevant permissions to do so, can give medals. But only admins can change user names or colour of the user name.
