Tsunade can take everything he has. Knowing that approaching her in taijutsu is suicidal, he'd have to resort to ninjutsu and since Tsunade will just tank it he does nothing but burn his reserves. Tsunade's chakra reserves make Hiruzen's chakra reserves look piss-poor. Hiruzen already admitted inferiority to Part 1 Orochimaru.

Orochimaru had to wait decades for Hiruzen to age, waited until Minato died, ambushed an old Hiruzen, had home court advantage with an inescapable sound 4 barrier, resorted to using Edos of the two most powerful shinobi (they were weaker versions but still not pushovers), and resorted to cheap tricks to outwit the old man.

Hiruzen still managed to stalemate orochimaru and cause him to wait 2 years to use soul transferance on Sasuke.

In fact, Hiruzen probably had the most understated effect on the War Arc.

What does Tsunade have against Enma? close range and long range fighting styles, no matter to Hiruzen. Tsuande with he sluggish speed cannot dodge Enma nor can she defend against his Fire Style.

Even after Hiruzen had sealed parts of his soul away, fought for quite some time, diminished his chakra greatly with shadow clones, disarmed Orochimaru sword in close combat easily, and had the speed to sneak up in front of him and while having the sword of Kusangi pierced through him, he was still able to hold Orochimaru's soul with the Reaper for an 1 hour long.

He was also the one to actually frighten Orochimaru a bit and was the only one to actually damage him successfully while an Orochimaru with no arms played around with a 4 Tailed Naruto.
