How does Gear Second cause Luffy's arm to catch fire when he uses Haki. Gear Second just increases hiis blood flow, right? How does Gomu Gomu no Red Hawk work?

Friction on Luffy's now valcunised(haki induced) rubber plus from his g2 increased blood flow speed plus steaming lvl body heat plus emotions(remember anger and such emotions raise temperature and in manga its exaggerated) plus air friction.
The process of hardening rubber by adding another substance(real life sulphur) is valcunisation which is taken from Vulcan Roman God of fire.

When Rubber is vulcanised it is the separation ( or addition )of compounds in the rubber. This requires a lot of heat and consequently the rubber catches aflame , his haki could represent the additives and subtracted compounds during a vulcanisation reaction. His arm caught fire because of this ( I'm guessing ) , Oda does a good job at using very technical powers.

It's simple, it's an extreme version og Gear 2nd. When Luffy uses Gear 2nd normally, his blood flow moves faster, which in real life heats up your body. The same happens to Luffy's body. With Red Hawk, he just speeds up his blood flow faster, a lot faster, and uses CoA to protect himself from getting burned by the flames.
