Actually..Hashirama was. He treated everyone with respect. Tobirama Had a grudge towards the Uchiha. The only reason Minato isn't analyzing the situation is because he is fighting his own student whom supposedly died.

Probably minato. The arguement that minato isn't analyzing is invalid. He's just been reunited with his son and seen his student take over the world. While realizing it was his student that threatened his wife and his village. He's in shock, while tobirama just has to fight and analyze without worrying about the past or protecting loved ones.

Some say Minato is because he figured out Obito's kamui, and invented Rasengan, but guess what.

Tobirama figured out Rikudobito's weakness, has more overall knowledge than Minato in the narutoverse, crated Edo Tensei and FTG. Tobirama is the most intelligent.
