This is part one Konoha. People shat bricks against the likes of Orochimaru. There is absolutely nothing stopping Sasuke from flying high on his hawk, look down, and burn Konoha. Not like Hiruzen can use Shiki Fujin to catch Sasuke if he is at such a distance. Against Orochimaru it was clear he needed to be in close, and even then he could kill Hiruzen before he rips out his soul completely. Koto Amatsukami is the problem here. Except this is part one Konoha, and if Danzo did nothing when the village was being attacked, I don't see him doing anything now. Hell, I don't even think Sasuke will be in range for that to work.

He'd let the village get destroyed (to an extent, if that means freeing up the hokage spot) Then mindrape sasuke via ka. Thus gaining the remaining villagers trust and effectively becoming the new hokage.

if ka is truly a one shot, how did danzo get shisui's eye?

I'm confused. With this being part 1 Konoha, don't the Konoha Shinobi only have access to part 1 feats and abilities?

Konoha gets floored in Part I. The only notable people in the village are Hiruzen, Kakashi, Gai, Asuma, Kurenai, and perhaps a few other Jonin that escape my memory. All of these guys will get swept by Amaterasu, Magatamas, and Susano'o arrows very quickly.
