Your logic is flawed, Izuna had the MS. Madara couldn't even fight near to Hashi's level until he got EMS, which is debatable if he's actually on Hashi's level then.

and did you just called Izuna who had MS and was on Madara level jounin level? Clearly you must go back and reread, no Jounin level ninja would dare fight Tobirama and Hashirama. Madara and Izuna trained together and was stated to be even so both were kage level.

I'm sure he didn't fight straight against Izuna 1v1 and ended up killing him with a sword... a freaking sword, when Izuna could have used Susanoo and other stuff.
Also, since Hashi > Madara and Izuna = Madara, implying that he did kill Izuna in a clean 1v1 would mean that Tobirama > Madara, which i don't think its the case.

Kakashi, Itachi and Sasuke all showed this. They suffer physical pain and vision gets weaker, they always clutch their eye (the one that use the MS jutsu) which leaves opening and Tobirama uses S/T jutsu so that makes a prefect time for him to attack Izuna.

Also Yes if Tobirama killed Izuna (MS) who was even with Madara (MS) then Tobirama was stronger than Madara too. Madara wasn't even close to Hashirama full power until he got EMS and even then Madara had to get a full Kurama for even more power.

MS is rare which means Susano'o is rare. When one obtains the MS they can unlock the final power, which is Susano'o.

MS isn't rare in that sense, Any Uchiha can get MS by losing someone close to them and seeing it like Madara with his father, Itachi with Shisui, Sasuke with Itachi, Obito/Kakashi with Rin. Every MS is pretty much different, being brothers or father/son might give you similar MS jutsus like Sasuke has with Itachi so we don't know if Izuna also had Jutsus like Madara.

Rare or not, for him to be equal with Madara he needed to have Susanoo.
Sasuke was also suffering from side effects and still defeated Danzo (who had '10 lifes' and Hashi's cells to make up for his age), minutes after awakening the Susanoo. There was an all out war going on, Izuna could very well be caught tired after fighting other members of the Senju clan.
Tobirama was never better than Madara, nor in portrayal nor feats. Hashi was always the one who fought against him.
