Theres no real proof tobirama fought strong uchihas

the only uchihas who actually use genjutsu in battle often are itachi and sasuke. the rest either dont bother or are specialised towards it (shisui).
theres not a shred of proof izuna was anything special or that he used genjutsu. now ill give hashi madara since madara woudldnt hold back one of his more powerful moves.
furtherore, other than madara, all uchihas back then were generic fodders. hardly any had sharingan. even less had mangekeyo. so for all of tobiramas supposed experience, all he really knows about is madara. he will be completely taken off guard by other strong uchihas.

obviously his speed could be considered a counter but only if he has prior intel which i just proved he doesnt
