Foxy's fruit got me thinking that if it was eaten by someone with ambition, they wld b very powerful. Its very hax and fruits that I think it can b classified as similar to are Kuma's and Law's. So my question is if Foxy was a serious guy wld he be able to challenge guys like those?
What wld happen 1. Noro Noro vs ope ope, 2. Vs pad pad fruit and vs any other fruit u guys think about.

Even without being serious, he almost beat Luffy with his OP fruit, so I think that if he had ambition or was just stronger, he'd become a powerful character (Even though he's a filler character)

He wouldn't because he would not be able to damage Kuma. Law (even when slow) could probably split him into pieces.
The fruit has 2 moves. Slowing down yourself or someone else. The lack of variety and predictability makes it easy to fight him.

For those of you thinking Foxy is filler: he's in the manga. Manga = 100% cannon.

Law's teleporting ability thanks to his DF, and the same to Kuma. There is no way for Foxy even if he was so dead serious. He can't stand for a second.
