When it comes to Hozuki members such as Suigetsu, it gets complicated. For example, It is unknown if Suigetsu can use the surrounding water to assist in the body-water reforming process or if its the already dispersing water created from himself to revert back to physical form.
I think he would be able to use that to his advantage. He can move in his liquid form right? I was thinking about the reforming process as well but Prince Charles below your post has a point, I don't think the seal should stay on water. Also, when the user would disperse, the seal should disperse as well so chances are, it wouldn't hold in this case either. Thanks for answering anyway though =D
You referring to when he turns into liquid? Doubt it. The rule basically applies the same just as Gaaras sand. Doubt the seal will stay attached to liquid.

That makes sense. Otherwise, Minato would have placed a seal in the sea when he used his STB to transport the Juubi TBB rather than wasting a kunai and putting it on a solid object.
If the seal is not invisible, you think Obito wouldn't have done something to remove Minato's ftg seal, after 16 years?
He knew he was tagged back in the nine tails rampage after all.
They are only showing it in panels for the sake of the readers, but I'm pretty sure it is invisible to Narutoverse characters.
Idk about that S A G E, the cloud ninja acknowledges that Minato left his seal on Killer Bee. I can see why you'd say it would be shown for the readers but that panel with the cloud ninja leads me to believe otherwise. Plus, Minato had died during the Kyuubi rampage, I don't think Obito was worried about Minato anymore.

I'm thinking that the seal it self is invisible in normal state, and will only appear visible once someone uses the FTG to activate the seal. My bad I should have said this earlier, which could be the reason why the Cloud ninjas were able to see it right after Minato activated it. If that's not the case, it makes you wonder why a guy like Obito would carelessly leave the seal unattended, especially since his role is to become the shadowy leader of Akatsuki. One Akatsuki member would have easily noticed the seal and wonder what it is, which might reveal his connection to the fourth Hokage and destroy his coverup.
An example of a seal that is not visible all the time unless the seal is activated is Naruto's nine tail seal on his belly.

I'm sure Obito could shed any body parts of him that was tagged even before becoming a jinchiiruki to get rid of it since he pretty much can replace any part of his body due to mokuton. The most likely reason is the one I have stated, and read the post I made to KuroKami for further info. Nothing exist without a reason and only time will tell, therefore mangafacts is susceptible to change. I'm telling you my theory now so brace yourself.

More then sure they could use it even on a tiny grain of sand to. Nothing safe anymore.
