Chakra is harder to control because of Kurama's influence. He isn't working with naruto at this point, and so the chakra is harder to control. This has been the root of his chakra control problems, as we see he has no problems controlling sage chakra, as it is unrelated completely to kurama. I believe that the time he could use one handed rasengan was not when he made peace with kurama actually, but when he took the kurama's chakra. Because if you think about it, this is the first time we have seen naruto outside of his kbm cloak using normal rasengan. All the other rasengans have been rasenshuriken and then the odama against madara, and it is understandable why those still require clones, odama because of how massive it is, and rasenshuriken partially because of how big it is (Chakra wise) and partially because of the different parts that go into it that naruto can't just teach himself to do by himself right off the bat. Also Uzumaki suck with element based jutsu I hypothesize, since no pure uzumaki has ever used any save nagato with the rinnegan, and our half blood naruto hasn't used it that much at all. This is the first time he has used the normal rasengan without a cloak, and it is the first time, canonly speaking, that he has used rasengan with no shadow clones. It does not take a genius to put 2 and 2 together. If the first rasengan you do by yourself only happens after you isolate kurama's chakra from his will, therefore removing the interference that he brought, is also the first time that you do rasengan without the aid of a clone, you'd be dumb not to assume the correlation between the 2. Especially since having to use a shadow clone was a direct result of his bad chakra control, and kurama's influence directly negatively influenced his chakra control.

The entire sage mode argument is bs. Both scenario's hat could possibly be used to say the naruto can use rasengan without a clone were both times that you could not see naruto before the rasengan is used. The one time you do see him with the double rasengan, this is what happens:

It's common sense. Kurama interferes with naruto's chakra control, naruto needs a clones aid. Kurama doesn't/no longer can, Naruto no longer needs a clone. Use your brain.

Oro's seal compounded on the chakra control difficulties he already had. Once removed, naruto then had the chakra control to do the most basic ninja skill pm. But as was said in the same area, the seal is designed so that the ninetails chakra slips out and mixes with naruto's. That's why he has problems with chakra control, because of the influence Kurama has on his chakra.
