The weakness of kaiten is it is not continous; how can i be more clear; he died because he could not spam that defense. Hiruzen's attacks would be his downfall because of this.
Neji might be smart; but he is not as smart as Hiruzen. He is below that level.

Neji has the same speed as part1 Orochimaru. Hiruzen reacted to his speed without a problem.

Your logic is flawed here; rotation can easily block any of those said things if someone reacts and spins fast enough.
Heck it blocked wooden sticks of juubi; but its "weakness" is it not being able to spammable.

By your logic a couple of Naruto's clones and a rasengan is > shinra tensei. While the fact is; Shinra tensei was not weak enough to not being able to counter those things; it was just that it had intervals to be performed. Same goes for rotation; it is effective during the time it is active.
