He does not have to.

Rotation is not something to "break"; it is just not continous and spammable; it protects the user when it is active. Not being continous; it can't defend the user between intervals. Not to mention Hiruzen being excelled in long ranges give him the edge in such fight.
Hiruzen can kill Neji via Fire Dragon Flame Bullet. It is a large scale and high level fire attack; it can burn Neji when his rotating time stops.

every high lvl shinobi can dodge fire atack, Neji can block it with rotation or air palm.

Why would Hiruzen goes close range just because he does not have any knowledge? Not to mention he is miles more intelligent than Neji. He would discaover the rotation and his intervals right after he attacked with shadow shrukens.

You are overrating Neji's rotation. Even some random wooden sticks destroyed it. Hiruzen's elemental ninjutsu and shadow shurikens >> Neji's rotation.
