Kirin is a Senjutsu !

Senjutsu chakra as stated above = Natural energy + Physical energy + Spiritual energy.
Normal chakra = Physical energy + Spiritual energy.
Kirin = Natural energy + Sasuke's chakra for shaping it into a dragon.

Sasuke isn't a sage but he does have a Senjutsu attack

You may say that its classified as Ninjutsu ,but the manga contradicts it.

One last thing , the power of Kirin depend on the amount of cumulonimbus ( lightning clouds ) in the sky.

Whether it's technically a Senjutsu or not, the fact that Kirin uses the natural energy of lightning in the atmosphere is enough to make it a viable weapon against Sagebito and we'll probably see it soon.

Senpou was specially reserved for a few characters. However, it is possible that Naruto can pass out nature chakra like he did with Kurama's chakra.

I think its different, sasuke used the electricity built up in the storm clouds he created, senjutsu is bringing nature energy into your body and molding it, not the same imo but i think sasuke will have something up his sleeve though seeing as only senjutsu will work on obito. sasuke wont let naruto show him up. lol

Every element in Naruto is based off something natural; Fire, Water, Earth, Wind, and Lightening. In accordance the the logic you're presenting, almost everyone can use senpou.

There's a difference between naturally occuring energies and senjutsu which is created by forging ones own chakra with nature chakra.

Take this example :
Kakashi's Raikiri is Lightning attack , does he use natural lightning to do so ? no , he transforms his chakra into lightning because he has a lightning affinity.

Sasuke use real/natural lightning for Kirin and add to it a little bit of his own chakra to shape it into a dragon and controls it.
