Juugo's monster state is a senjutsu, and it was stated that the curse mark is a result of mixing orochinaru's chakra with Jugo's senjutsu(Kabuto vs Itachi and Sasuke chapters) and jugo gave his curse mark sans Oro chakra to Sasuke(Edo-kage chapters) to drive zetsu out. So no, he isn't cos if he's smart enough(which I doubt he isn't), he'll realise he has a senjutsu too and join in the fight.
