They were called elite master bounty hunters so it is safe to assume that they are Akatsuki level.
Besides how would you know, even Kishimoto haven't come up with an explanation yet. But the key word here are elite, master, and bounty hunters.
For all we know he died by exhaustion after defeating all 20 of them.
