Well that's still tough to tell. Obito kinda snatched/cut Minato's arm off and Tobirama said he used some kind of jutsu for it. This was after Obito took control. Before, Obito blew Hiruzen's head off before he got control so it's hard to say whether we'll see him again or not.

Nah, the form Obito was in is different than the current one, he most likely gained this ability because of his new form. Tobirama was cut into half by the same Obito who destroyed Hiruzen, yet Tobirama was regenerated.
