Naruto Top Tens - Top Ten Characters In Need of More Feats

I'd like to add Anko, a student and pupil of Orochimaru SHOULD be more powerful and really could have added more to the subplot in the begining of part 2

Izuna Uchiha is the only character that I want to see in action. One of the coolest characters is one of the characters with lowest feats...

Well, it's way too late to develop these characters. The story is at its climax. It needs to bring character arcs to their conclusion. Developing more character now would slow down the plot far more than it would contribute to it.
However, I do see where you are coming from. There are many side characters lacking development. I wish fillers would at least try to develop these characters. That Sasori filler was awesome. Why can't we have more fillers like that? When fillers inevatably come back, I hope to see Hanzo episode or Sasori vs the Third Kazekage.

Edo Hiruzen IS Prime Hiruzen. Since his body is made up of dust and dirt, his old age does not affect him anymore. Hiruzen will get his feats soon! Shuriken Shadow Clone was only to analyze and test Obito's techniques.

Agree with most of these characters. I would also like to mention Mei, Kurenai, Anko, Shizune and Yamato.

Agree with all. I would like to see Iruka teaching Naruto something essential...well atleast in the first arcs since Naruto get passed certain levels. Anko or Shisu can be up there aswell. Also 7 swordsmen of the mist like Kushimaru or Ameyuri Ringo.

But you especially got me with Neji and Lee; both hardworking(ok Lee is more) characters who could add up to taijutsu element (which is seemingly forgetten in the series) with their improvement in skillset and the sub-plot of rivalry which would develop their characters. Neji is dead and Lee is lost for 6+ counting chapters. Hinata is only interesting for pairings(which are not interesting) while Neji could present us more with his character and fighting abilities. It sucks how Lee's character and hardwork torn apart...he deserved to be a high tier by now; but maybe manga showed more of Gai to lead a way to Lee for what he can surpass.

Bad list, sorry. No shisui, kagami, kimimaro, 3rd raikage, or one of the biggest mysteries in the series: Sasuke Sarutobi. Was he hiruzen's dad..? It was stated he was around during the Hashi days, how strong was this guy? Sasuke was named after him, this guy needs MAD feats and he's one of the reasons we need an Akkipuden. Sadly, kishi has probably forgotten about him.

Kimmimaro & Third Raikage already have feats. The ones I listed are nearly undebatable because we know so little about them.

Shisui was my fault because I forgot about him, Though I don't know who I would replace with him.

I laughed when I saw, Iruka. I don't know why, but I did. I do agree that I would like to see feats from them though.

I want shisui feats (or more specifically, backstory) more than any other. Where did he get his MS from? Why did he love the village so much? How powerful was his body flicker? Did he have other MS powers? Where did his body go? Too many unanswered questions.

Id say jiraiya because the only fights we saw him in were when he was paralyzed, trying not to fight itachi, or when he had no idea what to do and was overwhelmed by six paths of pain
