Honorable mention: Shikamaru.
Although he isn't great in 1v1, his leadership, teamwork and analysing attributes make him jonin level currently and in the future he could even become Hokage according to Asuma and Temari.
Only reason i didn't include him is because indeed he lacks firepower (a lot).
