1. A(Fourth Raikage)
2. Tsunade(Fifth Hokage)
3. Onoki(Third Tsuchikage)
4. Gaara(Fifth Kazekage)
5. Mei(Fifth Mizukage)

Give me you list and opinion

my reasoning is, that Mei's Boil Release is very lethal in 1 vs 1

It could be that A and Onoki change places since jinton can only be used a couple of times per battle. The other could probably dodge it. At least A. Mei can't for sure.

Mei (she is not so behind A and Tsunade. She has cool offenses, but needs faster attacks)

They're all powerful, since each has their own unique abilities, although Mei is definitely the weakest.
If we were to pit them in 1 on 1 fights with each other, it would look something like this:

A > Tsunade
A > Mei
A < Gaara
A < Oonoki

and

Gaara > Mei
Gaara > A
Gaara < oonoki
Gaara < tsunade

then

Mei > Tsunade
Mei < Gaara
Mei < oonoki
and MAYBE Mei > A, but it could go either way.

and I think Oonoki beats all except maybe Gaara, not because I'm a fanboy, but because he has a large moveset, knowing 3 different elements, plus he has kekkei touta. As fast as A can move, Kekkei Touta covers an enormous range, most likely making it impossible for him to doge. Oonoki beats tsunade since she's not THAT fast, and as fast as she can heal, jinton takes you out at an atomic level. Oonoki beats Mei since she really can't do much to hurt him, and again, jinton can beat her. Finally, Oonoki beats Gaara (it's arguable that he doesn't) using pure fore with the jinton, although if Gaara is smart, he COULD hypothetically beat him.

Onoki, the combination of flight, and one shot kill jutsu make him the strongest

Tsunade, She can heal any damage to her body in seconds, plus best phisical strenght.

A his speed and strenght make him a walking tank.

Garra he can fly, has ultimate defense and great defense and offense with sand.

Then mizukage, her jutsu take a while to take effect and are slow but effective if they manage to connect.

Ay only has one arm he isn't strongest both Onooki and gaara can fly out of harms way
Onooki would jinton entire field and gaara would eventually catch him and bury him
Tsunade tech isn't stronger then gaara neither
Gaara can bury her 200 metors into ground where she can't breath u can't regenerate from suffocation .-.


Yes Ay is fast but gaara was able to avoid (by flying not only himself but some of the other Kages as well) madara's instantaneous poison flower thing
Just like Ay was able to avoid the instantaneous amatratsu

Ay isn't taking out either gaara or onooki js

Ay was able to evade point blank range amatratsu

Ay would beat bricks out of Mei
The only ones he can't beat r onooki and gaara
And Thts because of 2 reasons

They're terrain destroying jutsu (no where to run expecally with gaara cuz his sand senses)
And they're ability to fly


He would have issues with tsuande tho..

The manga disagrees with you there.... When Tsunade and A teleported to the battlefield, she said that she can heal through the damage it would do to her - which was at an ATOMIC LEVEL according to A's assistant (that female who did the teleportation for them).
