Some stuff i'm still not that sure about

So in the time of Naruto they had electricity (tv's, lights, headphones, microphones etc.) what makes me think that they are in a pretty modern time if not in our time. But if so why don't they use modern combat/warfare. I thought maybe because in their villages they live after a codex were they have a "primitive" life and so on but for the villians that does not work I think because they are traitors, people who kill inocents and the list goes on and on. I don't think they would live after a honor codex that they won't use modern weapons and live in the time of ninjas. Other mangas seperated those "2 Worlds" by creating a demon world and the human world or something like that but in Naruto there is not such a thing. I know this is not a big deal and it actually does not bother me at all but i thought about that since years. Because it would make many things way easier for some characters to complete their plans. I'm just wondering what you are thinking about that or even if you know the answer for my question.

Apaches are like naruto, they still alive today in our morden times,. just decided to live in shadows, deep in the forest where no one can bother them nor can they bother by anything else, :I

ok but i don't think they use from time to time tv's or technical devices

Kishi said Naruto's time doesn't reflect any time in real life. It's simply a time where there's some technology, but it's not advanced and there's still simple things. If by modern weapons you mesn guns, Kishi said he doesn't want that in Naruto.

In the third Naruto movie there's a boy playing a GameBoy. I think you can't compare it with there being technology thus modern warfare. A different logic is applied. Also, most modern warfare techniques would probably be considered useless against ninjutsu. (shoot bullets towards someone with earth style wouldn't do much eh?)

Reidara hit the nail on the head. If most shinobi are walking weapons anyway, then why use guns and other modern weaponry? The technology that characters do have in the NarutoVerse are mostly for convenience and entertainment (advanced cookware at the Ramen stand, TV, etc.). Kimmimaro shot finger-bone bullets at Gaara in Part One, and Gaara demonstrated that such attacks are useless against higher-level shinobi. Naruto would easily solo any single individual with a gun merely with a great multitude of kage bunshin to overwhelm said individual.

There are obvious exceptions, of course. For example, sending an email would be much faster than sending an animal summon to deliver a message. sure that makes sense i also think in one way that ninjutsu is probably in many ways better than modern weaponry but there are some exceptions i mean those guys are normal humans in the end who could get killed if they got shot in the head and those things would work without chakra so no one really could detect a flying bullet but i don't want to go in to too much detail right now

Understandable. The bullets probably wouldn't be detected due to the lack of chakra use, but sensory-type shinobi would have little trouble identifying and locating the opposing threat. For example, Kiba and Akamaru would likely be aware that the threat was approaching and take precautions against such an individual(s). One smoke bomb later, Kiba has successfully Gatsūga'd the opposition with guns and stands among the blood-riddled corpses with a crooked grin on his face.

Hinata/Neji would locate the threat before the opposition even came within eight kilometers of them, rendering the threat's element of surprise nullified. Neji's Hakkeshō Kaiten would likely block any bullets also.

Bottom line --> Any and all modern weapons can be trumped by most Chūnin rank shinobi and all Jōnin or greater rank shinobi. Genin would have a tough time surviving or at least be presented with a challenge, depending on how skilled they are; in Part One, Ino, Sakura, and Choji would be toast, while Neji would've survived with some difficulty. Even as a Genin, Gaara would've remained unscathed and ascertained victory.

to be honest i wouldn't say that all modern weapons would be harmless against any shinobi of chuunin rank and above just think of chemical warfare. ok now this is a bit exaggerated but this could also play a big role IF the villians would take advantage of modern warfare. But yeah you are right in the end they are better armed without modern wepaons, could be interesting though.

Bombs vs. Biju Bombs
Nukes vs. Shinra Tensei (almighty push)
Chemical warfare (primarily inhalants) vs. Hanzo's poison gas
Biochemical warfare (primarily diseases) vs. Torune's micro-bugs

The list goes on and on... having such weapons would empower the powerless against the powerful shinobi, and thus the resulting victor in any fight would be forced to rely on tactics more than sheer power.
