Just below the highest tier.
He even had a 4.5 in the databook.

people will look in the data books... but I know Itachi is skilled enough to pin point and calculate his taijutsu.
he is very good.. but he doesn't dominate at it.. <_< :itachi: doesn't need to though..
but his sharingan should help a lot with that..

Probably the same as Kakashi's Taijutsu level.

Here's how i see it: In part 2 of naruto, even the fodders are pretty much maxed out in all of the basic shinobi skills. They all are perfect at throwing shuriken, fighting hand to hand, and other ninja abilities. The only thing that makes you special is a kekkei genkai or some other special ability. In part one however, people like kakashi and itachi were legends because of their skill in the ninja arts. Yes itachi had a sharingan, but it wasn't what determined a fight. Kakashi was known as the sharingan warrior but his sharingan didn't grant him any one-shot techniques. They were known for honing their skills to an absolute point. That being said, itachi is about as good at taijutsu as they come when it comes to skill, however, in part 2, that won't carry him far. Because he doesn't have anything to boost his speed or strength: sage mode, biju chakra, curse mark, lightning armor, gates, or byakugou, he is practically fodder in taijutsu in part 2. Someone please tell me if you agree

Gai, Lee, Hiashi, Hizashi, Kimimaro are definetely better. Don't even get me start with gates.
Minato is most likely better. Kakashi...might be too but can't be sure. Tsunade might be too; she might be slower but taijutsu is more than speed; and she can outlast him due to higher stamina & Itachi probably can't even hurt her. Hiruzen mighe be; he had 5 in tai but he was too old for such prowess.
A & 3rd raikage if we count ninjutsu enhancements.

Yet none of the anime is canon...

there are a couple of manga pages showing madara flying through the alliance killing all of them. The anime just put that scene in motion and used some creative liberties to fill in the blanks. His taijustsu is that good

He already has the max number in the Db stat for taijutsu that alone saids enough, Added with his sharigan detailed the opponents movements it's pretty self explanatory.
