First off the author is known for showing traits and characteristics get passed down from generation to generation, or from relationship to relationship. If we are going to take a look at Tobirama, then we should look at the relationships of the current Naruto world and that would link to the 2nd Hokage. The most consistent way of doing this is the link of Sensei to Student.
Tobirama taught Hiruzen, who taught Jiraiya, who taught Minato, who taught Kakashi, who taught Naruto, who sort of teaches Konohamaru. Seeing how we know very little about Tobirama we need to use what we know about the others to see if there is a common trend among them. Besides all of them being elite lvl Shinobi there is on thing that I see with most of them. For the most part they're all perverts in their own way. Here's how:
Hiruzen - Fell victim to Naruto's Sexy Jutsu, nose bleeder.
Jiraiya - Pervy Sage no description necessary
Minato - unknown on this one, but he was well aware of Jiraiya's bad habits and he's not afraid to embarrass Naruto in front of Sakura when he knows everything about Naruto.
Kakashi - closet pervert, always reading Jiraiya's books, perhaps introduced by Minato.
Naruto - Innovator of the Sexy Jutsu and the "S" Class Harem Sexy Jutsu.
Konohamaru - Naruto's protegee in the Sexy Jutsu
If we follow this trend, then its safe to say it all stemmed from Tobirama. That's right the second Hokage was a closet pervert. Tobirama kind of has this quiet and confident personality similar to Kakashi and Sasuke so he won't get put in the same lecherous class as Jiraiya, or uncool class like Naruto and Konohamaru. So i'm making the assumption that Tobirama was a ladies man that could seal the deal in the bed room. Combining that with his unattached personality to everything except the safety of the village he might have been scared of a commitment and refused to settle down.
