I personally believe so, once people start claiming that minato can compete with this monster or that pre-rinnegan obito is stronger you know underestimation is strong
Nagato can use all 6 paths of pain abilities simultaneously!!!
that in itself is very very haxx.
Reading back on the chapters look at the damage asura realm can do
imagine that X10 or X50
Naruto himself said nagato using the techniques himself is alot faster and alot stronger.
I think while not as strong as juubito, nagato by himself could be giving Ems sasuke, naruto, minato and tobirama alot of trouble. Based on how they have fought juubito. There is nothing they have done that would pose a problem to nagato
nagato has his own bijuudama in the form of asura path, that chakra cannon blast could easily rival a bijuudama. Again if you look at the damage asura path can do by himself while nagato is controlling 5 others from a far distance, thus weakening each path damage output
please remember when controlling deva by himself still from a distance, 1 shinra tensei destroyed half of konoha
No tier list but i am of the opinion that nagato still contends with the likes of hashirama and madara
nothing suggest otherwise
Also note nagato performance was heavily hindered by kabuto poor control of him
