That's only when Tobi fused with him.If goes Nine tails then Sasuke will summon Manda or Aoba to avoid the rampaging Nine tails attacks.Memna doesn't turn into the Kyuubi he just sits on its head.He lost to base Naruto without using Kage Bunshins, Memna isn't as strong as you or the film make him out to be.
