You don't need to "blow a powerful shot" to defeat someone.

Both are important.

Speed advantage: You can easily dodge attacks and counter-attack.
Strength advantage: You can crush certain defences such as a susanoo ribcage.

It really depends on who the enemy is. Overall I'd say speed is a bit more important, though.
