Probably scrolls the 1st & 2nd left behind and only Hokage can access these scrolls.

Although, I don't think the 2nd left behind the seal in the scroll, the person who wanted to learn FTG had to develop his/her own seal. This explains why only the 4th can execute FTG since he was a Hokage and could develop his own seals through Kushina's help.

Perhaps he went the same road his son went, and stole the scroll to learn some Jutsu. The most likely solution however is that he learned about the existence of the technique from Jiraiya or Hiruzen, and somehow managed to figure out the workings behind it.

I think maybe someone of high rank took him off to find a scroll that would start him off with a decent jutsu? I am sure some ninja have problems finding that one jutsu that fits them at the start unless they are part of a clan.

@ thread i think ftg was a jutsu known to all but hard to learn
